I THINK IT VARIES STATE TO STATE. SALVAGE TITLES ARE FOR CARS THAT HAVE MAJOR STRUCTURAL DAMAGE AND HAVE TO BE TOTALED. ALL TOTALED VEHICLES ARE NOT SALVAGE BUT ALL SALVAGE CARS ARE TOTALED. TOTALED VEHICLES THAT CAN BE REPAIRED TO CODE ARE ISSUED A SALVAGE TITLE.

That is corrrect but the accurate term is total loss and then depending on the age of vehicle the title is branded as a salvage vehicle. If he talking about only paying 650 for a qtr panel repair then the vehicle most likely has structural dmg that is hiddem behind the panel or the vehicle was written off fradualently by the adjuster. The only way i can rock with this evalyation is if the vehicle is a total theft and was recovered and had to be sold at auction or ifs a police auction and they jusr auctioning confiscated cars either way one hell of a come up
