Atlus's senior project manager Masaru Nanba commented it was decided that "Shin Megami Tensei" was to be kept in the title of Persona 3 and Persona 4, as it was believed that they were part of the same series as Shin Megami Tensei: Nocturne; however, the "Shin Megami Tensei" title was omitted from both Persona 4 Golden and Persona 4 Arena, as it would have been much too long. Similarly, Persona 4: The Ultimate in Mayonaka Arena and Persona 4: The Golden were shortened to the previously stated titles.

They only attach the SMT label to the games in the west for branding purpose but they have since stopped. Persona 4 golden doesn't say SMT.

In japan they don't label Persona as a SMT game.

I'm talking about Persona being a spin off of the mainline Shin Megami Tensie games.

The Persona series is a spin-off series in the Megami Tensei family of games which began with the release of Megami Ibunroku Persona in 1996. There are currently six main titles in the Personaseries. All the games take place in the same universe and share certain common elements.

It's ambiguous but I believe SMT 1-4 are mainline and everything else e.g. Persona, Digital Devil Saga, Devil Summoner etc. are spin offs.
The SMT games usually have a revolving theme of chaos vs order or neutrality whilst the other spin offs usually have their own themes.
