no but human nature in general says that people typically won't do any more work than they have to. that's why there's dog shyt in the grass outside my apartment until the maintenance staff picks it up. do some people clean up after their own dogs? yeah but just as many if not more let fido shyt and walk away from it because they aren't required to clean it up.
