I'm not saying this is the case for her, but the average person with down syndrome has the mental ability of an eight year old child. That means they are often emulating what they see others doing. Girls with down syndrome also often have an obsession with being girly and pretty, they love to put make up on or dress up. Most of the time, this has nothing to do with sex, but rather with their desire to express themselves and to copy other girls they look up to.
