If you're really smiling back and holding eye contact, it's his fault for not approaching you and talking. He's probably just being nice, because if he's a good looking dude like you say, then he shouldn't have a problem approaching you if he wants you. Try casually starting a convo. ask him for directions or comment generally on something that's going on around you. that usually is enough to give him the confidence to make a move in case he was actually feeling you but was too shy or awkward about it.
