Dude it's not...at least not to the same extent. I've come across one bw/wm couple in my Indiana city and the only instance I can recall of a white man getting attention from black women in Atlanta was at a popular club (and he deserved it...he was fine).
There was a lot of weave in Atlanta, but just about as many naturals too. In my city in Indiana, I rarely see weave. You see how that varies by place?
