Those type of beats are more so considered Electro which also got played a lot growing up in Detroit, but was also big in LA and early NY Hip Hop scene.

Kraftwerk was definitely one of the first and I think any of the originators of Detroit Techno would credit them as an influence. Not sure what other groups were like them at the time.

Indeed....Yuzo Koshiro(the series' composer) bit the entire fukk out of Inner City and others.
