Well, you can always contact the police department and tell them you want to file a complaint. The police can pull you over for reasonable suspicion. But, you can say that you were driving the speed limit and the officer's statement was that there were complaints of speeding while you weren't speeding.
So, the issue here is that you are alleging racial profiling.
So, when you go to the police station, you want to describe the situation chronologically in a coherent manner. Imagine yourself sitting in the car like a ghost and you are writing what you see and the driver is a Hispanic female that you don't know. Don't exaggerate or lie about any details. That will come back to bite you. If your story matches up, well, the higher ups will put more clout on your issue of racial profiling.
If nothing comes of it, it at least goes on their record. And what I mean by that is even if their superiors did not find any fault on their part, it still gets added to their record. Because if it they notice a pattern of complaints stemming from an officer or officers, then that is something Internal Affairs will have to deal with. You may not feel that justice was served, but you didn't get a ticket. And if the officer is racially profiling citizens, it will come back to him if he does it on a regular basis. If he's not, then that's that.

at 7 in the morning on a school day with a backpack sitting in the passenger seat. For the little time I had the tints off before getting them re-done i realized how before it blocked the sun out from scorching my arm and left side of face in the driver seat. havent been pulled over since tho, got em a shade darker than before too
