That didn't start until after people started noticing her. The mainstream didn't even know Beyonce until her solo career. This happened to be her peak look-wise as well.

I've never heard a black man day Beyoncé is the the most beautiful woman. It's always white guys or non black guys fawning over her. There are so many better looking black celebrity women IMO. She is definitely pretty, but I don't think she has a sex appeal either. In comparison to Rihanna or someone of her ilk, Beyoncé is just not there. She just seems boring and manufactured.
