Yes, that the world is bigger that a 2 block radius of the set you claim, and the rest of the world is taking action because the people in the community WILL NOT.
If forces self-preservation through exclusion and pressures the community into taking action in its own healing. Harsher penalties means less people are willing to throw their life away.

i compared it to Rich Boys first album in that sense in the thread.
