One movie that that sounds like is Samurai Avenger The Lone Wolf.
Its like a western samurai flick. With a bit of Gore in it
It has a character in it with a similar angle with the foot.
It isnt a 90s film. I'll have to research.

Seriously dont know breh, it was a newer on i guess from the 90s, in the style of a chinese ghost story (underrated btw)
