My late cousin who was my age was one for about 10 years, maybe more. Then he finished his degree and moved on. He was a great lost to the family. Most of his old firefighter co-workers came to his funeral, nearly the whole fire department, and they were mostly White. So I kind of see what the OP mean in that sense, since most of them are White.

Like others have said, a lot of cities, especially north east and Midwest, have fire departments dominated by generation ethnic cacs. It’s a cushy job. Most fire fighters sit on their ass at the station for 20 hours and occasionally will go out and help with some kitchen fire or old lady who fell. Then they get like two weeks off two weeks on. I know in Chicago there have been multiple lawsuits filed against the department. And it doesn’t stop there. Most city jobs are dominated by cacs. The city water department is known as one of the worst as far as racism goes

I’m on Long Island and I see them in the Black towns. But even then, a few of the majority Black areas have some white firefighters.

I was pre-selected to be a DCFD recruit. Told them I have Asthma so they asked me to refer someone else so I recommended my man. He's been there almost 20 years now.
