I agree, but with a caveat. Unless the adult is mentally impaired or physically disabled, the only act a person needs to do is call the police if they see someone being harmed. Adults not in those circumstances have personal agency, and so do not need people directly intervening in their lives unless the situation is dire.

As for children, they do not have personal agency. They are dependent on adults taking care of them. If their caretaker is abusing them, then they need immediate help being extricated from the situation. So, in circumstances when a child is being abused, immediate action is called for.

In this world, the truly least protected are and continue to be children. Not adult men, not adult women, but children.

Make sure you make a big show of love to your own kids or make sure you invite the nieces and nephews over and love them. Love them at least 3x louder than you believe your neighbor hates their own kid. "Who wants ice cream!!!!! " make sure to show all 32 teeth.

OP it's been said but if you are sure and absolutely sure involve the laws. Just know that if it is crazy enough he may start to wonder who called the police. Loud people know they're loud. If there aren't many folks living near you two he may easily put 2+2 together and bring some bs to your doorstep. Sorry this is happening. Tough spot for all involved but especially the kids.

Also not to be an a$$hole at all but remember at the root this isn't your business. I said that to say you should approach this logically and without emotion.....instead of reporting abuse? Complain about noise. He might get shook just off police showing up even if it'snot related to abuse(abusers are cowards at heart).
