Basically he has to go BACK TO LEVEL ONE...

Bryan has to beat the entire heel roster to get another title shot...and you see the regime getting nervous as he wins each match. You can end raw or smackdown (or semi mains) with bryan winning..

I think the best and most simplest way to do it is he gets a 3rd shot at Orton in a gimmick match and if he loses he "never gets another title shot" but he wins the RR for the title shot
