Relapse 2 probably was deleted from his files, I remember reading that he completely trashed it. King Mathers probably had songs like this since he was recording it during his drugged up Relapsing days.

not saying its his decision, it could be the label's... like a Prince situation with "Around the World In A Day"

but saying "I wont release it based off perception of the first one" is completely dumb
90% of your fans arent actual rap or hiphop fans. Its best to keep giving out stuff mainstream doesnt enjoy then treating them with their own albums like recovery etc
