That being said... for the 500th time, I don't work at WWE, so I don't know why. Only answer I can give is... cause that was the decision that was made?
I didn't have an issue with him beating Booker, but the way they set it up was completely fukked up. Because by all means, that was a setup for a match where the face goes over. That said, a Goldberg/HHH feud for the title was imminent, as the biggest feud they could've had at Raw during that time. Booker winning the title would've meant he'd have still had to drop it back to HHH anyway... I don't dislike the result of the Booker/HHH match more than I do the weeks leading up to it. I wasn't shocked that he didn't win cause it was like the 5th most promoted match on the card. They put way more time into Lesnar/Angle, Hogan/McMahon, Michaels/Jericho, and Rock/Austin than that... they ran that program for about 4 weeks leading to Mania like it was for the IC title.
And for the record, no I don't believe they planned Mania to end up this way. Yes, they totally fell into this new setup. But they didn't plan Savage winning the title at Mania IV or the Austin/Bret match at Mania 13 either... and nobody gives a shyt today. All we care is what ended up happening. So if fukkery had to happen to get to where we are now, so what. Bryan's getting a way better look than he ever woulda gotten winning the belt at Battleground. True or not?
