Plant needs a minimum of 18 hours of direct sunlight to grow properly-

To induce flowering the lights are scaled back to 12 hours to mimic the onset of the fall/winter sun.

Actually I would look at how conservative/progressive the state is-

Look at their past marijuana laws and form a public opinion you can debate with-

And YES! First thing is registering as a non profit (which you have to do anyhow to form a mmj club)

Really the key is having the start up capital for acquiring medicine, getting a brick and mortar(paying rent), security and staff.

Some clubs out here are barely big as bed rooms and just have one staff person..so it all depends..

More than likely the Citys concern will be security and taxes..
