The Dominican Republic has a long history of mejorando la raza. There have been entire movements like the Hispanidad movement, which had the primary focus of wiping out the “pure” Blackness that existed on the island. “Pure” Black meant Haitian. Dominicans were encouraged to marry white or marry light because there was a strong belief that the whiter the nation, the more prosperous it would become.

Status is really important as well. Take for example Jamaicans, the only other majority black nation in the carribean besides Haiti (excluding those small islands ) and yet they don't have the same stigma because they have more status in the world. World class athletes, and given their population size (about 3 million) they have an insane amount of cultural output in terms of music or just other aspects of their culture and so they are not viewed as negatively as Haitians.
