This is an action. Not voting is the opposite.

If you find out your friend is cheating on his wife and you decide to stay out of it you took a side. You through inaction decided to support his deception of her. If she finds out you knew and didn't tell her that's a betrayal of her.

Making a decision to support the status quo (or worse) through inaction is still a decision. Whether or not you participate in voting the impact of elections doesn't escape you. You're simply allowing others to decide things that impact your life for you.
