Real policy won't have the name "reparations" on it and people need to understand that and look for other things that won't get smacked down by the Supreme Court.

HR 40 is federal. This is a state program cube worked on. state reparations do not replace the need for a federal reparations program. But the goal is to create a viable model other states can copy. You don't need to wait on a federal program to get the ball rolling on a smaller level.
