The Act they are talking about has a clear exception for this (Domestic Violence [domestic as in the U.S., not in the home]), as was used in the LA Riots (mentioned in the tweet thread).

There's also no mention in the Act of the necessity of State or Local officials requesting Federal assistance in order for this to take place. If the President deems that State/Local law enforcement can't handle the situation (hugely/bigly subjective) then he can declare a state of insurrection.

We may or may not commit crimes at a higher rate..... but thanks to inequities throughout the justice system (racial profiling and sentencing/conviction disparities) we are far more likely to do time for them.

Killing bunch of youths will not fix the problem, it will create even more rage and problems further down the road. It all boils down to socioeconomics and how we can lift people from poverty so they don't have to steal, kill, sell drugs to survive.

And also if you think they don't have to do this, you are not familiar how things work in these neighborhoods. Everything from buildings, schools, shops (aint no f. starbucks in these neighborhoods) houses, streets and pavements are all in horrible conditions. When you see drug dealers in flashy cars and clothes, and they offer you an easy way to make cash and to look cool at a young age, you gonna take that opportunity. Right now there's no incentive to go the long route.
