The legality of polygamy isn't about what you are talking about, it's a moral thing and in reality it really just goes back to when europeans hated muslims, jews and other who practiced polygamy with a serious passion therefore wanted to disgrace their culture. There are poor bedouin people who have multiple wives. If it was legal a tiny minority would do it anyway so even if a rich guy wanted to claim all the woman in a country he would have to have like a million wives and even then there would be plenty of woman left.
