Honestly there isn't really a good solution. These people usually plan these crazy shooting rampages months in advance. And usually they have some heavy firepower. Another big question is where the extra money will come from? Increasing taxes even more?
As for being unfair to generalize cops, do you really want to give them the benefit of the doubt knowing the terrible things that they're capable of? Most of them are racist psychopaths. I have a hard time believing otherwise. Are there some exceptions? Yeah. But I'm not going to waste time looking for a needle in a haystack.

well someone should look into how they were able to get under the plane to plant explosives there. this isnt gta. you cant just walk around an airport planting explosives under planes

we have 2 air marshalls on each plane now... so I guess they realized that.thats assuming there were even people on those planes. because we all know that it was an inside job by the us government.
