From your billions..how much will it cost to renovate current homes in a certain area. Make the houses energy efficient so energy bills are low, free wifi in that area..basically improving a person's surroundings...could motivate some to move differently.
Tbf tho, I know black and white people that live in chinatown. Obviously they not majority, but I think Chinese keep folks out by using their culture as a wedge.So the Asians can have a Chinatowns in every city but...
