Other than an average unknown rapper?
I wouldnt call someone that gets added to the unsigned hype list by the source magazine "an average unknown rapper". of course he wasnt nearly as well known prior to signing to a label and meeting puff but he wasnt completely "unknown" or really just "average". he was gradually gaining momentum and rising in the underground scene

"The way Biggie’s demo tape got into the hands of Sean “Puffy” Combs is more elaborate than what is shown in the
Notorious movie. After spending nine months in a North Carolina jail, a tape that Biggie recorded on a friend’s four-track fell into the hands of Mister Cee, a DJ working with Big Daddy Kane. Biggie had rapped over an old Big Daddy Kane beat (Kane was one of his favorite rappers). Cee passed the tape on to Matty at
The Source magazine.
As a result, Biggie Smalls acquired national attention when he was featured in the magazine’s March 1992 “Unsigned Hype” column, which introduced new rappers. Matty then passed the tape on to Sean “Puffy” Combs at Uptown Records after Puffy told him that he was looking for some hardcore rappers".

A year later at only seventeen, he was arrested in North Carolina with intent to distribute. For this he spent nine months in remand prison until he made bail. His hustle was persistent no matter the game."
