They effectively have.
They're just holding him hostage by keeping his contract the same way the Jaguars are doing with Blackmon.

Blackmon could have joined the CFL had the NFL and Jaguars allowed him out of his contract rights, but they didn't.
And since the CFL follows the NFL's suspension rules...with Blackmon being suspended in the NFL and his contract being intact...it meant he couldn't pursue a career in the CFL.

If the Jaguars don't want Blackmon (and they seemingly have no need for him with the emergence of Hurns and Robinson), cut him loose so he can earn a living elsewhere.
