never took that line as meaning want to spit concious, because of the common line, why say the same thing twice? I always took it asif jay was saying if skills sold he'd be as lyrical as talib kweli, which made no sense, since jay-z is way more skilfull than talib.

The implication was definitely regarding content rather than technique, but it was a bullshyt line then and it remains so to this day. Dude just didn't have it in him, but you can always tell that he wanted that street/conscious hybrid rep that Nas had (especially at the time this dropped).
