They look like every other american state, from the way the houses look, to the trees, to the streets etc.

Mexico all look the same with dirt roads and houses made of clay and shyt.

I would assume the economic differences between the US and Mexico would play a key factor. The infrastructure capabilities of the US Also plays a factor as Mexico isn't developed enough to support the massive investment needed to replicate the needs of a area that large.

To be fair to Mexico, Mexico City is a very important area in reference to trade and commerce.

Plus the whole cartel and drug trade thing.
