Hmm, isn't Kami stronger? Tien is certainly the stronger human in all of DBZ. Tien would either go on to get killed by Piccolo or hell, Dr. Gero as far as I know. That's pretty much it.

Uub wouldn't be born. They needed Gohan's energy to awaken Buu, or someone that powerful. That pretty much leaves Vegeta, Goku and Gohan and they don't exist and this scenario.
The Androids probably wouldn't exist because Gero wouldn't need them. Dr. did all that extra research to try and guarantee a victory against the Saiyans. He probably would just find a cheaper way to get enough power to kill Tien decades before the Android saga and go on to rule the world.

Its hard to say because a lot of the cast probably wouldn't have turned out as strong without the Saiyans. But a lot of evidence points towards krillin as being the strongest human even stronger then Tien towards the end of DBZ besides Uub. Plus krillin has his unlocked potential mode which is basically human SSJ which would put him at about the base level of a saiyan.

Bojack can only be released when King Kai's planet is destroyed. Goku and Imperfect Cell destroy it. Neither character would exist in this scenario.
