Depends on how many billions I have.
Anyone saying they are going to invest in property, that might not help as much as you think. You buy up 10 homes at 200K each, that's 2 million and you help 10 families. Great for those 10 families, but what about families 11-1,000?
If I had 1 Billion, I think (and let's all keep it a buck here

) I would start with about 1/10 of what I'm worth... 100 million. Anyone saying that they would donate MORE than 1/10th of their net worth but aren't even donating 1/50th right now
With 100 Million I would throw 20 million at each of the following:
#1 Try to start a small "up-front free" university where alumni pay for their schooling once they get jobs. We would provide the education up front for free and then try to help with job placement, once the students are placed and making decent money, they would sign a contract to pay back their education (it would be a reasonable amount). This way we would be able to continue funding the free education for the next generations, we would be helping people get jobs, and perpetuate the mission of the school.
#2 Create a small "farm life" commune type of community for troubled youth some place where the land is relatively inexpensive. Create a housing facility for about 250 kids where they can learn life skills, be outdoors, learn social skills and education. Create a one year program (at first) and fund raise the HELL out of it so that it can stay open after the initial year(s)
#3 Create a small business equity firm. Hire some black engineers with skills but maybe not ideas, meet with small black business owners, give them the resources they need to jump start their business, and then invest in their business for a percentage, and whatever my percentage stake shakes out to, reinvest in the business. I would create an incubator where the entrepreneurs could use computers, practice presenting, etc. and if they have good ideas just no resources, we would invest and help them grow their business.
#4 create an online sexual education program geared at black teenagers. I would make sure they are getting comprehensive sexual education about STDs, pregnancy, using condoms/protection, risks and challenges of being young parents, how to deal with changes in your body and brain, and what local resources are in their area. It would be an online format (like an app or a comprehensive website) with a decent amount of customer service so that it would serve the kids well.
#5 A black "Web MD" for at home semi diagnoses. A way for parents to look up their child's behavior and see what issues they might be dealing with and how to get help. We need to stop "ignoring" that we are people and go through the same things as everyone else. Mental health is important.
I wouldn't be able to feed, clothe, and insure everyone, but I think if I put $20 Mil toward each of these, I would be making a pretty sizeable impact
