That's the missing part. Out right slavery would have people experiencing some kind of cognitive dissonance. With the right authority figure with a sliver tongue, and the nation can be literally walked back into slavery. It's the same principle as the Holocaust or Rwanda. Dehumanize a people, rationalize their mistreatment, and wrap it in a palatable wrapping that doesn't unconsciously lead back to slavery.

Don't think most people arguing low percentages based on moral arguments though. Just cold practicalities. In fact, I think there would be a higher percentage if it was up for a vote for more immoral actions than slavery like straight up genocide if given the option.

Someone pointed out 90% of white Americans would vote for re-segregation over reintroduction of slavery. But the Devils evil has no limits.
