Dr Manhattan is a low tier character compared to giants like Thanos, Silver Surfer, Dr Strange. His powers are really limited and doesn't even have impressive feats. Thanos and Silver Surfer destroy planets with ease




As for OP's question, I'd choose Ice Man. Omega level mutant that can freeze all the water in your body and has teleportation. Plus controlling ice, creating stuff out of ice like shields and weapons, and making copies of himself as well.
