Got nothing to do with AC units. 75 is not cool. Its warm. Its summertime in Chicago and its 75 degrees out right now. No one goes outside when its 75 and says "Damn its chilly out here".
To a point you were making though, many homes do not have the correct size ac unit for their property. Many are undersized. And some homes (like large open floor homes) are lofty and require more power or longer to cool the home than a traditional home that has many doors and corridors.
We got a new AC unit not too long ago and it doesn’t have to go into the 60’s for it to get cold in the house.
Like I’ve said before, a lot of people in these threads need to get their AC units checked because these temperature numbers are insane.

We actually had that happen last month where one of the boards went out in our AC unit in the house upstairs. You could tell the difference in the house even with the bottom unit working.

We have home warranty and the capacitor blew last week, we had to wait 4 days for them to come out and fix it and all the while the bigger downstairs unit was fighting for its life
Luckily that warranty we got has been clutch as fk, we’ve saved at least $20k in a/c repairs alone with the replacement bigger outside unit ($15k), capo for just now which companies charge at least $200 to change out the $10 part, and then a cracked coil in the upstairs that took a month to get replaced ($3,000). The only major components left are the main a/c coil, both blower motors, inside capacitors and circuit boards, and that basically it.

The upstairs joint is good as it's a door we can at least open and let it breathe some if needed.

My default during the day is 75. Being in the house cold while it’s hot outside is a shytty feeling. I like to not feela thing I ain’t hot or cold. At night I turn it down to 71

When I lived in Kuwait that AC was super cold and you would freeze if not under a heavy blanket. Girls would get so cold they had no choice but to get under the blanket and you know what happens next 
What the hell is a downstairs attic? A basement? And yeah when it’s hot outside your a/c units will be stressed the hell out.
