I'd set up scholarship funds and STEM programs for black kids so that they are competitive in the future.
Specifically, I'd set up a scholarship fund that pays for FREE education for X amount of people per year, so long as when you make your first job over 50K you are contractually obligated to put money back into the pot each year for 10 years after (a percentage based on what you make) so that the scholarship can persist.
I'd set up businesses and low income housing near each other in desolate areas. I'd have a plan where if you worked at Business A and lived in Building B, that if you were a good employee, your rent could continuously be reduced. So you would make a living wage but over time as you showed your merit, you'd be able to save more and more money each year. The profits from these businesses would be to specifically pay for the housing. Over time, the long term goal would be to get people on their feet with savings and years of "job history" that is valuable.
Create an incubator business for black business owners to be able to learn about business and launch their ideas for free in exchange for a percentage of their business profits. Ideally, it would be online so that more black entrepreneurs would have access.
Buy X amount of acres of farmable land and create the infrastructure for black farming businesses so that they could reap the benefit of all of the government subsidies that farmers get.
Basically, all of my investments would be in creating infrastructure that helps black people with upward mobility through self sustaining programs that can be continued long after the initial money is gone.
