Really no retirement plan is safe from the government; because if you take out of your ira you still have to pay taxes, unless your buying a home (i stand to be corrected).

But truthfully you should use that money to get debt free and pay bills if you have some.

if you're talking taxable income the best thing to do (imo) would be to apply for a small business loan if you got a good idea and you're willing to grind, or try and flip some real estate if you're looking for something more passive.
