I'm looking for a 90s hood movie with a stuttering boy

I haven't seen it since I was a kid. All I can remember is a kid with a stutter who was struggling to read a poem or speech that went something along the lines of 'try try try'.

I think said kids brother joined a gang. That's all I can remember. Anyone have a clue what movie this is?

Breh I literally can't remember anything else. All I remember is the kid stuttering like t-t-t-t-try t-t-t-t-t-try t-t-t-t-t-try . It must have been like 20 odd years ago. I think I remember the kids brother joining a gang who wore red caps? so maybe a west coast flick? I don't know. My sister and I are trying to find it, but have got nowhere.
