Someone made a suggerstion that will work for the famers and Black Americans. Give them seasonal passes to work the farms for crop picking. After the season is done, they go back home. They do not need to be taking up slots in manufacturing and construction (the industry that uses them the most) though. Leave those open to actual American citizens, forcing those industries to pay market wages (instead of the artificially lowered wages they are paying illegals at the moment).
