It doesn't make sense because Kojima fukked the story up with MGS2. He introduced a lot of ideas that have been retconned into MGS3,MGS4, Peace Walker, and probably MGS5. I wish he would have just proclaimed MGS2 non-cannon, just like they did with Snakes Revenge.
