Eh iirc the Germans were done before they could be nuked. And they laid waste to plenty of cities prior to 1945.
Whereas the Americans were still looking at a full-scale invasion of mainland Japan.

Bombing civilian populations happened throughout the war before the atom bomb was ready. Total war. That's the reprehensible part. And it probably started because of a mistake. Neither the Brits nor the Germans planned to do it, but a German bomber wing accidentally hit a civilian area and the British thought it was intentional, so the ante was upped to bombing populations.
