The cities like "Los Angeles", "San Diego", "El Paso", "Las Vegas" , "San Antonio" and "Sacramento". Notice these are spanish names to remind you these places were once part of Mexico and were likely originally founded by Mexicans .
When the United States took over these territories, it already had inhabitant What do you think happened to the inhabitants that already lived there? They remained where they were. So these are ethnic Mexicans and native Americans who all the sudden became Unites States citizens. By looking at them and their culture you would call them Mexicans but THEY AND THEIR ANCESTORS HAVE BEEN HERE LONGER THAN YOU AND YOURS.
That is why i say when they say "LEGALLY" it's hard to gauge the Mexican presence accurately
