Hogan's weak rationalization was that he didn't want one person to hold the World title and the X-division title at the same time.
I don't mind it if it is used a a way to build up a new main event wrestler every year. It helps keep the focus on the X-division while also ensuring a fresh face gets bumped up yearly.
