I'm from NC but that Atl rapper speak is just embarrassing (if that's what you mean by 'Southern Accent').
Ummmm... West Coast speech is okay. I certainly wouldn't go out of my way to adopt it.
So of the three, the NY accent is prolly the coolest. I grew up on 80s 90s Hip Hop so I identify that accent with Hip Hop itself... and considering NY invented it...

Um... Thats because a lot of the traditional African American population(not blacks who are off-spring of immigrant black parents like Caribbeans/Africans) in NY have roots in NC. My fam being an example.
