Debatable, there was also Thunderbolt Patterson and Ali that he (and Billy Graham) stole from pretty liberally. Dusty did team with both Thunderbolt and Rufus and made sure they were booked both in Florida and JCP.

There were a number of other guys, black and white, doing that similar common man with soul gimmick all around the country in the 70s. In fact pretty much any gimmick that worked got ripped off everywhere else in the 70s because it was prior to national and usually even particularly large regional distribution. If you were in a border area like the Carolinas you could probably get Georgia and MAYBE Florida, but not Memphis or WCCW or Mid South. It's funny watching 70s puro because there will be the most random Americans you've never heard of and they're clearly just a low level rip off of whatever guys were big in the US at the time that couldn't be on those tours.
