It says in the article that Brad's busy with other projects and the guy directing it is his protégé. He's been involved in all of Brad's movies up to this point.

It's not inherently a bad thing. John Lasseter didn't direct Toy Story 3 and look how that turned out.

I don’t think it’s bad, just kinda whelmed. I’d rather have Brad all the way back for something like this. This is his baby.

Giacchino’s a busy man, too. Still would want him doing his thing here tho.

Incredibles 2 was kind of a letdown so Brad Bird not returning isn't that big of an issue for me

Last part is pretty much what Brad himself did last time though, on both fronts. You can have an offensively mid script, but polished direction and action sequences like Incredibles 2. Maybe Disney shouldn’t have rushed bro.
