Indians have a weird culture where they feel like any woman caught without a man is basically free to assault, and their culture blames the women for tempting the men. Thats how you create a society full of men who believe its fine to grope and rape women as long as a husband or male relative isn't there to stop it.
Thats why they end up confused about the response they get for sexually assaulting women in other countries. They dont feel they did anything wrong, probably feels like its the women's fault for tempting them.
Arab culture is similar, which is why they make their women cover up.
