Who the fukk was that ref in the second to last fight and did do immediately lose his license to be a ref?

I couldn't get through the first one. nikka was wobbling like
while the ref was biting his nails, simply not giving a fukk. fukk him and all the others that allow for defenseless boxers to get fukked up.
