My guess is ICE is doing it because they don't want to carry out Trump's order. It's bullshyt, and unfair, and will eventually lead to SO many lawsuits, not to mention all the extra work and paperwork it would demand. And they know he's an idiot who will believe whatever the internet says without doing any proper follow-up, so win/win for them.
