How?
When you see a friend in game, select "Watch Game" from their profile or from the Friend's List to open a window into their gameplay.

Try it now

To try out Broadcasting now, both you and your friends need to opt into the Steam Client Beta. In the Steam client main menu, select Settings > Account and change your "Beta Participation" to "Steam Beta Update".

do you have the beta client and today's update? you should be able to adjust some stuff in the settings tab

I'm in the beta update. Idk if it was updated already but I usually see updates all the time when I start it up.

Edit: Yeah I see the broadcast settings.

This is so fukking dope. It's all done through overlay so you can still broadcast non Steam games as long as overlay is working.
