So anybody got this yet? And wanna hook a nikka up?
If your on beta 1, you can just update OTA.

There were some success stories about ppl installing the beta with neither, but I am not sure how truthful that is or what they did.

I got it working without the UDID registered. Download which ever version you need from those links and open Itunes. If you’re on Windows, press and hold Shift key. If on Mac, press and hold the Option/Alt key and click on the "Check for Updates" button and select the IOS 7 firmeware you downloaded. Updated with no issues. IOS 7 is a great update, still some bugs though, so be warned...

If you are on beta 1 don't do the OTA, do the proper firmware upgrade.
Also know that if you are not under a developer account, you will evenutally get a notification that your phone can't connect and you need to enter a dev account... it may take a week or so but you will eventually get this message.
