No idea, the camp should've let you recruit the others to follow you in free roam like GTA SA, just make it where you have to donate a certain amount to earn each individual members respect. This is something that was missing.

In retrospect going back to the trailer of RDR2 I thought we'd be financing Dutch's "lavish" life, I could've sworn we'd be living in a mansion, we end up living in a run down plantation home instead
